Crossing Credits, Discounts, and Exemptions

What lowers or removes the zone toll

Crossing credits

Entering through the Lincoln, Holland, Queens-Midtown, or Hugh L. Carey tunnel with a valid E-ZPass during peak hours reduces the zone toll by up to $3.00 for a car. Tolls by Mail and overnight trips get no credit.

Low-Income Discount Plan

Low-income vehicle owners enrolled in the plan get 50% off peak trips after the first 10 in a calendar month. Zone residents with a New York State adjusted gross income under $60,000 may also claim a state tax credit for the tolls they paid.

Exemptions and excluded roads

Qualifying people with disabilities or conditions that prevent transit use, organizations that transport them, emergency vehicles, and certain buses can be exempt. The FDR Drive, West Side Highway, and the Hugh L. Carey Tunnel connections to West Street are not tolled, but connecting between them and a river crossing on local streets often is.

Announced increases

The MTA has announced that the peak car toll will rise to $12 in 2028 and then $15 in 2031. The calculator will switch on the effective dates once they are published. Taking a cab instead? See the NYC taxi fare estimator.
